New Regional Plan Connects Arts, Culture, and Community Growth Across the Wabash River Region

TERRE HAUTE, Ind. — From downtown Terre Haute to small-town main streets across West Central Indiana, arts and culture already shape how people experience the Wabash River region. A new regional plan aims to build on that momentum in a more intentional, collaborative way.

The Wabash River Regional Development Authority (RDA) today released the Wabash River Regional Arts and Culture Plan, a strategy designed to strengthen local arts organizations and position creativity as a driver of economic vitality and quality of place across Clay, Parke, Sullivan, Vermillion, and Vigo counties.

The Wabash River RDA worked with Designing Local, a planning and design firm that helps communities create beautiful, functional places that engage and inspire, to develop the Arts and Culture Plan through a grant awarded to the RDA. The project was funded by the Indiana Economic Development Corporation (IEDC) through Lilly Endowment Initiative (LEI) dollars designated specifically for arts & culture. The process included public engagement and stakeholder conversations across the region. Arts Illiana served as a key partner throughout the effort, helping connect artists, organizations, and communities to ensure the plan reflects the region’s cultural identity.

The Arts and Culture Plan builds on the region’s work under Indiana’s Regional Economic Acceleration and Development Initiative (READI). It recognizes that attracting and retaining residents requires more than infrastructure alone and that cultural experiences play a meaningful role in how communities grow and connect.

“This plan is about how arts and culture show up in everyday life across our region,” said Jon Ford, Board Chair of the Wabash River Regional Development Authority. “The RDA was proud to receive the grant that made this work possible, but its impact comes from collaboration. Communities told us they want to build on what already works and connect those efforts regionally, and this plan gives them a framework to do that.”

Rather than creating new initiatives from scratch, the plan focuses on strengthening existing assets and improving coordination across communities. It outlines strategies to support artists, increase access to cultural experiences, and integrate arts into downtowns and riverfront development already underway.

Arts Illiana played a central role in convening the region’s arts community and elevating local voices throughout the planning process.

“Arts and culture are deeply rooted in communities throughout the Wabash Valley,” said Jon Robeson, Executive Director of Arts Illiana. “This plan brings those stories and strengths together. When artists, organizations, and communities work regionally, it opens doors to new audiences, new partnerships, and new opportunities for growth.”

The Arts and Culture Plan is intended to serve as a living framework that guides future partnerships and investment decisions while allowing flexibility as communities move toward implementation. It complements the RDA’s broader efforts to support economic development and quality-of-place initiatives across West Central Indiana.
